It is a rule, but it's hard to obey it. Is it hard to obey the rule??

My name is Ida Hidayah. I was born in Cilacap, June 4 1988. I live in Lembang and nearby Pasar Panorama Lembang. I spent my life in Lembang with my parents about 21 years. My father is a Sundanese and my Mom is a Javanese. In 1992, they had an ice cream shop at Pasar Lembang. Pasar lembang is a traditional market which had unforgettable memories in my family life. To me, Pasar Lembang was not only a place to earn money but also a place for making friends with neighbours at Pasar. I can be here as a college student because my parents earn the money from there. it was nice when i helped my parents at Pasar. Everything was in order, the location of the sellers, especially sellers who sale their stuffs outside the market or what we usually called as Pedagang Kaki Lima (PKL). But everything has changed now. when i was in fifth grade in elementary school, the tragedy happened. Fire came to Pasar. That was the most chaotic situation i ever seen. My parents got panic when they saved the stuffs left inside Pasar. at about year 2002, my parents decided to sell the shop. I remembered at that time that I didn't go to school because I helped my mom. after that tragedy, the situation of Pasar Panorama changed and messy. Everything is not in order until now. The seller (PKL) stands their stuffs in sidewalk. The pedestrian will get the impact of these changes.
They will get difficulties to cross the street and walk through Pasar Lembang, that's for sure. But this is the environment where i live. I love to be here.
Three days ago, June 14 2009, when my father sold ice cream outside the Pasar lembang, the security guard of Pasar panorama, they did their job seriously in handling the PKL. The security guard cleaned up Pasar panorama from PKL. My father was there at that time. he ran and found a place to hide. that was funny and sad in one time. he told me that the situation has changed and uncertain. the sidewalk has cleaned up and nice. It was nice to see the sidewalk got clean and nice, but there was something missing. I usually see the PKL sale vegetables there, but they were not there anymore. My father said that in a few days the situation will be okay to sale outside the Pasar Panorama, people just wait for the right time to begin the activities again, and because it has happened before. So, I think it is a weird situation. the security guards are people with authority to kick the seller especially illegal seller from the market. when they do their job to make the market clean and in order, but the sellers do not obey the rule which they know by themselves, it will make their (security guards) job more difficult. the should work harder. It's a rule, but it's hard to obey it. is it that hard to obey only a rule you should obey??
